The UK has a new government in place. They have promised change and now it falls on the civil service to deliver that change.
Change in government means many things. But part of it is the transformation, at speed, of central government services so that they deliver higher quality outcomes for UK citizens.
Public services across government need modernisation with some IT systems dating back as far as the 1970s. However, modernising and digitising public services to deliver better outcomes is not simple. There are many challenges involved in delivering successful change at pace. These include: mounting citizen expectations combined with a lack of trust; an increasing scarcity of technological skills; a failure of some politicians and senior civil servants to understand the opportunities and limitations of technology.
Change is essential. But successful change will take vision and new ways of thinking. Processes will need to be reinvented. There needs to be a focus on agility and speed to market, for example by using Software-as-a-Service solutions. Governance will need to be strengthened. This is likely to take courage, innovation and potentially a major cultural shift.
